Lawyer Quality Assurance Framework: Engagement Summary Report 

In December 2025, LABC invited feedback from lawyers and other interested and impacted parties to help shape the development of a Lawyer Quality Assurance (QA) Framework. We are pleased to share the Engagement Summary Report (PDF), which summarizes what we heard through surveys, focus groups, written submissions, and analysis of existing client survey feedback. 

Between December 2025 and March 2026, LABC received input from private bar lawyers, staff lawyers, frontline staff, justice sector partners, and community organizations. The engagement identified several consistent themes, including:

  • Service delivery: Quality legal representation is defined primarily by how services are delivered, particularly communication, client care, preparation, and advocacy, rather than legal outcomes alone. 
  • System conditions: Tariff hours, administrative requirements, and lawyer recruitment and retention can significantly affect service quality. 
  • Supports for lawyers: Strong support exists for a QA framework focused on mentorship, professional development, and practical supports for lawyers. 
  • Continuous improvement: Any QA framework should be practical, flexible, client-centred, and focused on continuous improvement. 

This engagement work has informed the early development of LABC’s Lawyer QA Framework and helped identify guiding principles, priorities, and areas for further development. For more information about the project and the initial engagement process, see our December 11, 2025, news announcement.

As LABC considers next steps, we will continue to refine the framework through further analysis and engagement with those involved in and affected by legal aid services. Additional updates and opportunities for input will be shared as this work progresses.
