The BC First Nations Justice Council (BCFNJC) recently shared an update about the Gladue Information Management System (GIMS) and upcoming improvements to how Gladue referrals and case information will be managed moving forward.
BCFNJC is rebuilding GIMS in Microsoft Dynamics 365 (D365) to create a more secure, integrated, and user-friendly system. The new platform will improve long-term scalability, enhance workflow capabilities, and address accessibility gaps.
BCFNJC is targeting a go-live date for the start of May 2026. As with any system implementation, timelines may shift as the organization completes the final rounds of testing and validation.
What this means for defence counsel
As part of this modernization, defence counsel will use a new secure web portal to interact with GIMS. Through this portal, you’ll be able to:
- track the status of your Gladue referrals as they move through the workflow (e.g., Requested → Assigned to Writer → Draft Initiated → Legal Review → Returned to Writer → Returned for Final Review → Distributed & Archived),
- submit new Gladue file requests/referrals directly through the system, and
- update your own profile and contact information.
This new portal experience is designed to improve visibility, streamline communication, and ensure timely updates throughout the Gladue report process.
What you can expect before the launch
Leading up to the go-live date, defence counsel will receive several supports to help prepare for the new system:
Step-by-step learning materials
BCFNJC will provide clear, easy-to-follow guides on how to use the new portal, including:
- how to onboard into the system,
- how to create new Gladue referrals,
- how to track referral progress, and
- how to update or maintain your profile information.
Secure onboarding instructions
Defence counsel will log into the new GIMS system using Microsoft Authenticator for secure multi-factor authentication. You’ll receive a detailed onboarding package explaining:
- how to set up Microsoft Authenticator,
- how to complete first-time login, and
- how to reset or recover your credentials, if needed.
Advance notice of key milestones
BCFNJC and LABC will continue to share updates about:
- the exact go-live date,
- any planned freeze periods,
- when training materials become available, and
- when your onboarding instructions will be sent.
Potential temporary impacts to Gladue referral processing
As BCFNJC moves through final testing, training, data migration, and staff onboarding to the new system, referrals submitted between now and early May 2026 — and any referrals currently in progress with due dates after early May 2026 — may experience processing delays.
Any resulting delays are expected to be minimal (measured in days, not weeks) and may happen as BCFNJC migrates referrals into the new system, manages reduced capacity during the transition, and gives staff time to adjust to the new processes.
BCFNJC encourages you to continue submitting referrals as required, and its team will make every effort to minimize disruptions. BCFNJC asks for your understanding during this transition period as the short-term impacts are necessary to ensure long-term improvements to the Gladue process.
